Frequently small developers make the mistake of purchasing a property before analyzing the full costs of development. A project may seem to be a money-maker with budgeted construction costs of $20,000, but what if regulatory agencies are also going to  1) require $15,000 in road improvements and $10,000 in landscaping, 2) eliminate that alley access that made the parking plan work and 3) require a site plan review process that will take six months - while you are paying interest on the construction loan.
